Who Must File a Tax Return in Ethiopia?

Under Proclamation 1395/2025, whether you need to file your own tax return comes down to one question: do you have more than one source of income?

You probably don't need to file if…

You have a single employer, no rental income, and no side business. Your employer's monthly PAYE withholding already covers your full obligation — nothing changes for you under the new law.

You likely need to file if…

• You have a job and rent out property.
• You have a job and run a side business or freelance work.
• You have income from more than one of: employment, rental, business.

In these cases, all of your income is combined into one aggregate figure and taxed together — the 0–2,000 ETB exempt bracket only applies once across everything, not once per source. What your employer withholds via PAYE is credited against this aggregate bill; you settle the difference when you file.
